Recent updates in Precautionary Allergen Labelling (PAL): current discussions and implementation practices

Food allergen management across Europe is entering a new phase as clearer rules are introduced in the Netherlands and in Spain to enhance consumer protection. As of January 2026, the Netherlands have fully implemented a mandatory new legal requirement for PAL that tighten how “may contain” statements are used after a 2-year transition period. Further, Spain approved a non-mandatory guidance document for justifying PAL in packaged foods in December 2025.

But how do the new regulations affect the food industry and how are these requirements for PAL implemented in practice?

During this webinar we will explore the latest developments in allergen legislation in the Netherlands and Spain and review the current discussions at the FAO/WHO. We will also highlight the changes and solutions that will benefit the food industry in the future.

Learn more about:

  • Current situation with the use of PAL
  • Current discussions at the FAO/WHO
  • Implementation of new requirements for the use of PAL (based on the pioneers the Netherlands and Spain)
